Today the Italian Electronic Health Record 2.0. (FSE 2.0) takes an important step towards a national usage. It is the digital platform for clinical data accessible for all citizens. Today it becomes obbligatory to all healthcare organisations to feed the clinical data into the system. FSE is part of the new Italian National Health Data Ecosystem (EDS) financed with the European Recovery and Recilience Funds. It introduces the national dimension gathering all the regional systems together adding interoperability and integrations between telemedicine (PNT) and FSE.
The adoption rate of the FSE 2.0 is already high among the healthcare professionals: on average 95% of General Practicioners (data 12/2025) are using it and most of all it is in use in alla Italian regions. 88% of specialized medical practitioners are using the system (data 9/2025). As far as the citizens are concerned the adoption rate is still a bit lower: 44% of citizens have given the concest for FSE (shown in the map) and 27% have used the systems during the last 90 days (data 9/2025).
